In a large mixing bowl, combine the softened cream cheese, sour cream, and mayonnaise. Mix until smooth and well blended.
Add the corn kernels, diced jalapeños, shredded cheddar cheese, garlic powder, onion powder, cayenne pepper (if using), and season with salt and pepper. Stir until all ingredients are evenly combined.
Transfer the mixture to a 9x9-inch baking dish or a similar-sized oven-proof dish, spreading it out evenly.
Bake in the preheated oven for 25-30 minutes, or until the dip is bubbly and the top is slightly golden.
Once done, remove from the oven and let it cool slightly. Garnish with chopped fresh cilantro.
Serve warm with tortilla chips for dipping.
