In a medium saucepan, bring the vegetable broth to a boil. Add the orzo pasta and cook according to package instructions until al dente. Drain the orzo and set it aside.
In a large skillet over medium heat, add the olive oil and butter. Once melted, add the minced garlic and sauté for about 1-2 minutes until fragrant.
Add the shrimp to the skillet and season with red pepper flakes (if using), salt, and pepper. Cook for 2-3 minutes on one side until they turn pink, then flip and cook for another 2-3 minutes until fully cooked.
Pour in the lemon juice and zest into the skillet, stirring to combine. Allow it to simmer for a minute to ensure the shrimp are coated in the delicious lemon garlic sauce.
Add the cooked orzo to the skillet and gently toss everything together until the orzo, shrimp, and sauce are well combined. Taste and adjust seasoning if necessary.
Remove from heat and garnish with fresh chopped parsley before serving.
