In a large skillet, heat olive oil over medium heat. Add minced garlic and ginger; sauté for about 1 minute until fragrant.
Increase the heat to medium-high and add the ground turkey. Cook until browned, about 5-7 minutes, breaking it apart with a spatula.
Stir in the diced red bell pepper and shredded carrots, cooking for another 3-4 minutes until the vegetables soften.
In a small bowl, whisk together the soy sauce, sriracha, honey, sesame oil, salt, and pepper. Pour this sauce over the turkey mixture, tossing everything to ensure it's well coated. Cook for an additional 2-3 minutes.
Remove from heat and stir in the chopped green onions.
To serve, spoon the turkey mixture into lettuce leaves, wrapping them up like a taco.
